William was born in 1852 Barbour County, Virginia. He was the son of James Poling and Elizabeth Vannoy.

W. B. Poling married Columbia J. Felton on 31 August 1874 in Barbour County, West Virginia. They had the following known children.

Flora Evalina

By May of 1886, William had moved his family to Denton County, Texas where his daughter Flora was born.

William passed away in 1891 in Childress County, Texas.
