Jefferson was born September 12, 1857 in Ohio. He was the son of John Pryor and Sina Mint. [1]
In 1870, the Pryor family were living in Seneca Township, Monroe, Ohio. James' father John made his living as a farmer.[2]

Based on death certificates and marriage records of his siblings, I believe the maiden name of his mother is actually Dement.
