Removed Richard Randolph as father. His daughter Elizabeth (named in his will) was under age 21 and unmarried in 1747.
She passed away in 1785.

She is most likely the daughter of William Randolph and Mary Isham, which would make her Richard's sister. There are no known sources for this theory, but Wyndham Robertson, in his book "The Descendants of William Randolph of Turkey Island", suggests this as a possibility. The dates seem to fit.
The Descendants of William and Mary Isham are well established; she is not recognized.
You must use a map of the time period. If she was born in New Kent County, Virginia; why?
Did her mother go visit someone and gave birth while she was there?
New Kent County was broken off from York County, Virginia.
William Randolph and Mary Isham are associated with Henrico County, Virginia. William's Uncle Herny Randolph are usually associated with Chesterfield County, Virginia. Granted the original Henrico Shire is now ten counties and three Independant Cities.
To the NE is the original Charles River Shire which would have included New Kent and York. Without out a map, "we" tend to think of counties being the same size as the one we live within.
Best to search and exhaust resources closet to home before moving hundreds and hundreds of miles away.
I tend to agree with the probability of her being the daughter of Richard and Jane Bolling Randolph not true. Bodie's Distinguished Families of the South Vol. IX p. 194 is a Unsourced, but often used link to her being their child. Several people have been on the hunt to prove or disprove this. Both descendants of John Jones and Joel Halbert for years have tried to link her. They have changed her birth date over and over again through the years trying to make her fit, but no one has provided her birth records to say what is correct. I have seen Birth dates from 1691-1727. None sourced. I will continue to look.
Randolph-804 and Randolph-705 appear to represent the same person because: all sources indicate one daughter named Frances and that she is the eldest of the children, which would make her birth around 1725

I drifted here because I am currently working a Frances Randle born 1705 with similar issues.

But surprisingly, you can go to your local library and find something. I have even found books in Bellegham, Washington by Canadian border.
But none of this helps with Frances Randolph
