Biography

Birth

Penelope Richardson, daughter of Benjamin Richardson and Sarah Mizell, was born between 1771 and 1780 in Georgia.[1][2] In the 1830 census, she was listed as being at least 50 years old and under 60.[1]" Given the reported age of her oldest children, her birth date is most likely far closer to 1771 than to 1780.

Most genealogies say she was born in Screven County, Georgia although others give the location as Bulloch County, Georgia. The location is the same, but neither is technically correct for 1771 to 1780. Screven County was not created until December 14, 1793, when it was carved out of the lower part of Burke County and the upper part of Effingham County. It originally included land which became Bulloch County in 1796.

Marriage and Family

Penelope Richardson married William Walter "Choctaw Bill" Williams probably around 1785 in the area which became Screven and then Bulloch County, Georgia. The estimate is based on the likely age of her oldest children and is several years before marriage records begin in either Screven County or Bulloch County.

Some genealogies have as many as eleven children for Penelope and Choctaw Bill. The following are known to be their children:

  1. Jenny Williams also known as "Virginia Jenny" was born around 1786 in Georgia. In Nov 1815, Jenny David Mizell (son of David Mizell and Sarah Carter). He had been married previously to Sarah Albritton, but Sarah died in Apr 1815. David and Jenny had a son named David.
  2. Sarah "Sallie" Williams was born circa 1788 in Georgia and married Stephen Stafford.
  3. Mary Williams was born circa 1790 in Georgia and married John Ard.
  4. John B. Williams was born around 1795 in Screven County, Georgia. He married Jane Carter, daughter of Prussia Carter, and Elizabeth Prescott.
  5. Susannah Williams was born about 1802 in Bulloch County, Georgia. and died about 1885 in Enon, Washington Parish, Louisiana. In Jan 1822 in Louisiana, she married Charles B. "Charley" Knight (1785, Virginia - 1877, Louisiana)[3] and had five children.
  6. William Walter Williams III was born around 1811 in St. Tammany Parish, Louisiana. He married Keziah Morris (daughter of William F. "Billy" Morris and Charlotte "Lottie" Warner). They had seven children.
  7. Robert C. Williams was born around 1813 in St. Tammany Parish, Louisiana. His first wife was Sarah "Sallie" Dixon with whom he had one son. His second wife was Nancy Moose Jenkins (daughter of Abner Jenkins and Mary Ann Bennett).

Residences, Travels and Migration

William Walter Williams and Penelope Williams are listed along with Francis Patterson as heirs in the 1800 Bullock County, Georgia, Successions of Penelope's father Benjamin Richardson and her half brother Amos Richardson.[4]

W. W. Williams (Choctaw Bill) had a Georgia Passport to cross the Creek Lands, along with his brother in law, Ben Richardson Jr, Penelope's brother, issued Oct. 8th 1807. But, it appears this departure was delayed because it is unlikely they could have made a scouting trip across the old Federal Road and returned to have another passport issued November 7th 1807. In this group were Ben Richardson Jr, and his family; sister Penelope, Choctaw Bill and their family; brother Amos Richardson's wife and her family.

In late 1807 they settle along the Boga Lusa Creek, west of the Pearl River, in what was then Spanish West Florida. Their neighbors were Jacob Miller; David, John and Fanny Mizell (Miesels) and James Thomas.

A cenotaph was erected for Penelope and Choctaw Bill Williams at the Williams Cemetery located here. However, it is more likely that they are buried on their old home place: WASHINGTON PARISH, PROPERTY WAS IN RANGE 12, TOWNSHIP 3, SECTIONS 40, 41 & 42.

Extinct Jacksonville Springs was on the old Military Road in present day Washington Parish is located on this property where General Andrew Jackson stopped and possibly camped on November the 29th 1814 en-route to the Battle of New Orleans.[5]

Death and Burial

A cenotaph was erected in memory of Penelope and Choctaw Bill Williams in the Williams Cemetery l located at the end of Williams Galloway Cemetery Road off Highway 40 in St. Tammany Parish.[2] However, it is more likely that they are buried on their old home place on the old Military Road in Range 12, Township 3, Sections 40, 41 & 42 of present day Washington Parish. The now extinct community of Jacksonville Springs is located on this property where General Andrew Jackson stopped and possibly camped on November the 29th 1814 en-route to the Battle of New Orleans.[6]

The cenotaph indicates Penelope died in 1830.[2] However, she appears in the 1830 census,[1] so she must have died in the later half of 1830 or sometime between 1830 and 1840.

Penelope was born in 1780. She passed away in 1830. She married William "Choctaw Bill" Williams. Early Georgia census records indicate that William and Penelope had five children, one daughter and four sons; however, based on later Louisiana census records, William and Penelope had at least eleven children, five daughters and six sons, the last four children probably being born in Louisiana.
