Philenia was born in 1801. She was the daughter of Joseph Sawyer and Molly Steward.
She married 1st, Ichabod Russell (1795–1836). They had the following children:
Mary Elizabeth Russell 1824–1910
Sarah Wilder Boutell Russell 1826–1869
Frances L Russell 1828–1884
Abigail C. Russell 1829–1895
She married 2nd, Samuel Randolph Houlton (1789–1904).
They had a son,
Dwight Russell Houlton 1847–1897
