Columbia was born in 1858. She was the daughter of James Scott and Lavina Stafford.
She was married twice:
- Married Jacob Phillips in 1883 [1]. Their children:

- William Thomas Phillips (1888-1966)
- Lavina Louise Phillips (1890-1974
- Married Absalom P. Smith (1856-1926) in 1894 [2]. Their children [3] [4] :

- Frank Lawson Smith (1904-1962)
She passed away in 1919 [5].
