James Upshaw, son of Jeremiah Upshaw, was born around 1730, which is known from the age at death given in his 1806 obituary. He was probably born in Essex County, Virginia and later moved to Caroline County. He had a distinguished career as a county official in Caroline, as Justice and Sheriff. Most notably, he was a militia officer in both counties, His was a Colonel in Caroline and was prominent during the American Revolution. He was an early advocate of independent local government and one of the signatories of the Westmoreland Resolutions in 1766.
He married his cousin Suca (Jones) Sthreshley, the widow of William Sthreshley.
