Hata Tsutomu was born in Tokyo on 24 August 1935. He was the son of Hata Bushirō and Kōzu Toshiko. He was a graduate of Seijo University and an employee of Odakyu.
During his employment at Odakyu, Tsutomu married in 1965, having two sons during his marriage. His eldest son served as Councillor for Nagano.
Tsutomu entered politics in 1969 by representing Nagano Prefecture in the House of Representatives. He served as Minister of Finance under Miyazawa Kiichi in 1991. Tsutomu then served as foreign minister from 1993 to 1994.
On 28 April 1994, Tsutomu began serving as prime minister of Japan for nine weeks, resigning on 30 June. As a representative of Nagano, he was elected 14 times before retiring in 2012.
Tsutomu died in Tokyo on 28 August 2017. He recently turned 82 at the time of his death.
