Charles was born in 1755. He was the son of James Agar and Rebecca Flower.
He was educated at Eton and entered Trinity College Dublin on 11 June 1775, aged 19. [1] He was then admitted to Christ Church College, Oxford on 24 September 1776, aged 21, B.A. 1779. [2]
Charles was elected MP for Kilkenny city (1778), but a successful petition was entered against him, accusing his supporters of bribery; and Gervase Parker Bushe, who had acted as second to Flood in the duel with James Agar, was elected. Charles abandoned politics and entered the church.
He was Rector of Tipperary, in 1781 and was collated Archdeacon of Emly on 25 March 1782. He resigned in July, 1788, and was collated Prebendary of Kilneleige (Emly) on 23 July 1788.
Charles married Anne Bambrick of Queen's County in 1781.

There were no other surviving children and it is possible that Anne died sometime between 1785 and 1789. In his 1789 will Charles mentions only his father in law John Bambrick.
