Sarah was born about 1853 in Dersingham, Norfolk, England.
In 1870 she married Thomas Manning.[1] The family lived in King's Lynn, Norfolk, in 1871.[2] Thomas died in 1873 at the age of 34.[3]
Sarah married William Charles Wagg in 1880.[4] By 1881 the couple lived with Sarah's son, John, on Passage Street in Hull, Yorkshire, where William was a general labourer.[5]
