Dawn was born in Peoria, Illinois in 1955, the eldest child of Frederick Allen and Marilyn (Shrode) Allen. Both paternal and maternal families lived in Central Illinois. Dawn moved to Colorado in 1965, and returned to Illinois in the mid-1970's. She has also lived in Albuquerque, New Mexico, Seattle, Washington, and currently lives in Washington State. Dawn is the mother of three grown children and grandmother of two boys. She is a special education teacher and a National Board Certified Teacher.
