Eliakim was born in New York, but in early life removed with his father's family (Russell G Allen) to Vigo county, Indian.
In 1846 he moved to Wisconsin and settled upon the farm which he owned at the time of his death. The first year, Mr Allen was elected chairman of the town board and faithfully filled some town office ever since with the exception of years when he served as Sheriff of the County and one year in the Army; a member of Co. 1, 46th WI Volunteers.
He was a member of the Methodist Church since he was 30 years old.
