Military History Summary
For
Leslie Earl Allen
Leslie Earl Allen was born 15 Oct 1901 in Chicago, IL to parents Newton Issac Allen and Effie Maria (Cruickshank) Allen. His federal military records are no longer retrievable and were likely in an area of the St. Louis MO depository that suffered a fire on July 12, 1973. The information they were able to supply was Leslie Earl Allen’s military service number (6432054), that he served in the Regular U.S. Army from 08 Oct 1919 until 07 Oct 1922, and that he was honorably discharged. However, some information is available concerning his military record from alternate sources.
In a letter that Leslie wrote to his grandson James R. Harkness dated 07 August 1977, he stated that he was in the Army with the A.E.F in Sibera in 1919, then he went to the Philippines. He wrote that he was with the 27th Infantry. In addition, Leslie’s personal scrapbook also contains several pictures from the Fort Worden, Washington area and the Manila, Philippian Islands area.
An internet search of the “A.E.F. in Siberia in 1919” yielded the following interesting background information from the article “The American Expeditionary Force Siberia, from Wikipedia, the free encyclopedia.”
The American Expeditionary Force Siberia (AEF Siberia) was a United Sates Army force that was involved in the Russian Civil War in Vladivostok, Russia, during the tail end of World War I after the October Revolution, from 1918 to 1920. President Woodrow Wilson’s objectives for sending troops to Sibera were as much diplomatic as they were military. One major reason was to rescue the 40,000 men of the Czechoslovak Legions, who were being held up by Bolshevik forces as they attempted to make their way along the Trans-Siberian Railroad to Vladivostok, and it was hoped, eventually to the Western Front. Another major reason was to protect the large quantities of military supplies and railroad rolling stock that the United States had sent to the Russian Far East in support of the prior Russian government's war efforts on the Eastern Front. Equally stressed by President Wilson was the need to "steady any efforts at self-government or self defense in which the Russians themselves may be willing to accept assistance." At the time, Bolshevik forces controlled only small pockets in Siberia and Wilson wanted to make sure that neither Cossack marauders nor the Japanese military would take advantage of the unstable political environment along the strategic railroad line and in the resource-rich Siberian regions that straddled it. The American Expeditionary Force Siberia was commanded by Major General William S. Graves and eventually totaled 7,950 officers and enlisted men. The AEF Siberia included the U.S. Army's 27th and 31st Infantry Regiments, plus large numbers of volunteers from the 13th and 62nd Infantry regiments along with a few from the 12th Infantry Regiment. The experience in Siberia for the soldiers was miserable. Problems with fuel, ammunition, supplies and food were widespread. Horses accustomed to temperate climates were unable to function in sub-zero Russia. Water-cooled machine guns froze and became useless. The last American soldiers left Siberia on April 1, 1920. During their 19 months in Siberia, 189 soldiers of the American Expeditionary Force Siberia died from all cause
In his personal papers passed down to us there also exists a 1920 Memorial Roster poster with the following wording:

Allen, Leslie is listed as a Private (separate from the list of Privates, First Class).
At some later date, Leslie must have been promoted to Private First Class, because in his personal papers passed down to us there exists from 1922 a certificate for his promotion to Corporal with the following wording:

This is to certify that Private First Class Leslie Allen, C.A.C. having successfully pursued the prescribed course of studies at Fort Worden, Washington, and having given evidence of the fidelity and ability required of a non-commissioned officer, I do hereby recommend him to be a Corporal in the Coast Artillery Corps, United Sates Army.
