Could Willie Henry Lee and Bill Tom be the same person?

They both have the same birthdate, 8 Aug 1897; however, the WWI draft record for "Willie Lee" states he was born in Polk County, Arkansas;^[7] and the WWII draft record states "Bill Tom" was born in Abilene, Texas.^[3] There are no death records for Willie Henry Lee, but there is for Bill Tom and there are no census records for Bill Tom before 1940. 1900,^[8] 1910,^[9] and 1920,^[10] census records are found for Willie Henry Lee. 1930 and 1940 census record for Willie Henry Lee have not been found. The WWII^[3] Draft record indicates Bill Tom's relative is "May Henderson", his sister, which concurs with census records.
