Born about 1678, Arthur Annesley was the 3rd son of James Annesley, 2nd Earl of Anglesey, and his wife, Lady Elizabeth Manners. He was educated at Eton and Magdalene College, Cambridge, matriculating in 1698.
By license dated 6 January 1702, he married his cousin. Mary Thompson, daughter of Sir John Thompson Bt, 1st Baron Haversham. There were no children from the marriage and Mary died in 1719. They were grandchildren of Arthur Annesley and his wife, Elizabeth Altham. 1702 was also the year in which he was returned to Parliament as member for Cambridge University.
He succeeded his brother, John as 5th Earl of Anglesey and Viscount Valentia on 18 September 1710.
Arthur died on 31 March 1737, at his house at Farnborough, and was buried in the parish church.
