Charles was born in 1848. He was the son of John Arbuthnot and Phoebe McLeane.
He lived with his parents and siblings in Newark, North ward, Essex, New Jersey, United States.
His mother died in 1851. His father remarried.
Charles enlisted in Company F, New Jersey 37th Infantry Regiment on 23 June 1864. He was mustered out on 1 October 1864 at Trenton, New Jersey.
He enlisted in on 20 October 1864 and was mustered out on 18 June 1865. Transferred to Company H, New Jersey 2nd Infantry Regiment on 18 June 1865. Mustered out on 13 July 1865 at Hall's Hill, Virginia.
He died in 1865 at the age of 16. Unknown if this was a result of wounds or disease from his service or other cause.
