Enrique was born April 13, 1882, in Ponce, Puerto Rico.[1][2][3] He was the son of Tomás Armstrong Toro and Ana Inés Mayoral.[4][5][6]

Enrique married Rosa Mirailh.[6]

Enrique died in 1929.[6]
