Willis was born in 1913 in Vancouver, BC to Royal Fredrick ARNETT and Mary Elizabeth HENSEL. [1] [2]

In 1933 he married Borghild Caroline WESTBY. [3]
They were divorced in 1948.
Willis later married Muriel Helen MacDonald from Newfoundland.
