Carlos Rosenda Arteaga was born in December 1870 in Nassau, Bahamas to John Arteaga and Caroline Deal Arteaga.
He married Annie Lee Albury, daughter of George Campbell Albury and Lavinia Ann Lowe Albury. The couple had children - among them Marjorie Annie, Charles, Rosenda Campbell "Roy" Arteaga, Carletta Albury, and Josephine Carletta Arteaga.
