Dempsey was born in 1813. He is the son of Dempsey Ashford and Nellie Stallcup.

The family moved from North Carolina to Tennessee shortly after Dempsey was born as evidenced by the 1820 census in Sumner County, Tennessee. Dempsey was a Justice of the Peace in Sumner County At least from 1826 to 1830. (See Marriages of Sumner County 1787-1838)

Sources appear to indicate that Dempsey served in the confederate army in the civil war. He is listed as POW at Camp Butler Illinois
