Percy was born in Slaugham, Sussex on 6 September 1886, as evidenced by the 1939 England Register. He is the son of Frederick Attwater and Emily Mitchell. Percy was christened in Slaugham on 7 November 1886.
Percy served in the Royal Navy during World War I, from June 1915 to March 1919. He was awarded the British War Medal. 'Pop', as he was commonly known, later worked as a wood machinist.
He married Minnie Eliza Matthews on 23 November 1918 in Croydon Surrey, and they became the parents of 4 sons.
Percy passed away in Crawley, Sussex on 5 February 1954, at age 67, from heart-related illness.
