Herbert was born in 1848. He was the son of Asher Babcock and Prudence Cleveland.
He married at Stonington, Conn. 23 Jun 1875 Fanny E. Watrous, w/children;
- Mary Esther, b.27 Jul 1880. m. Eliasha C. Burdick.
He passed away in 1921.
