William Bailey was born in 1848 in Leicester, Leicestershire, England[1]. His parents were John Bailey and Ann Bailey (nee Smith).

At the 1851 Census[2], William lived on 105 Victoria Street (Smiths Yard), St Margaret, Leicester with his parents and sister, Betsy Ann. John Bailey, his father, was a framework knitter.

At the 1861 Census[3], William lived on 12 Hill Street, St Margaret, Leicester with his parents and siblings, Betsy Ann, Samuel, Mary Jane, John, and Emma, who was just 4 months old. John senior was now a stocking maker, and as the oldest children (13 and 10 respectively), William and Betsy had to help him out with work. William was a winder, presumably working with cotton or wool, as they were the most common materials used for hosiery at the time. Betsy was a seamer, who would've seamed the stockings together.

William married Mary Ann Lang in 1866 in Leicester, Leicestershire, England.[4].

They had 11 children together:

At the 1871 Census[5], William appeared his wife, Mary Ann, and their children, George Laburn and Polly, living on 9 Fennel Street, St Margaret, Leicester. Sarah Williams, a 53 year old widowed nurse, was boarding in the household. William was an elastic web weaver, following in the footsteps of his father to work in Leicestershire's booming textiles industry. Mary Ann, his wife, was a cotton winder.

At the 1881 Census[6], William lived with Mary Ann and their children, George Laburn, Polly, John Tom, Samuel, William (Will), and Elizabeth (Lizzie), on 167 Gresham Street, St Margaret, Leicester. William was still an elastic weaver. His son, George's, occupation was 'shoe press'.

At the 1891 Census[7], William lived on 3 Spinner Street, St Margaret, Leicester, with his wife and children, John Tom, Samuel, William (Willie), Emma, Annie, and George Henry. William was now a hosiery rotary hand. John Tom and Samuel were a shoe finisher and shoe rivetter respectively.

At the 1901 Census[8], William was again an elastic weaver living on 29 Carley Street, St Margaret, Leicester with his wife and children, William, Annie, and George. His children, William and Annie, were a leather dresser and cigar maker respectively.

At the 1911 Census[9], William was a patient at the poor law infirmary in North Evington, near Leicester. His occupation was listed as 'elastic weaver'. His exact infirmity was not listed.

William passed away shortly after the census in 1911 in the district of Billesdon, Leicestershire, England[10]. He was 63 years old.
