Irwin, twin of Edwin William Bailey and son of Rev. Irwin Cornelius Bailey and Hattie Grace Freed, was born 11 July 1912 in Bryansville, Peach Bottom Township, York County, Pennsylvania.[1] Because his father was a preacher, the family moved frequently. By 1920, they had relocated to Gregg, Centre County, Pennsylvania, where they rented a home at 102 Long Street that housed his parents Irwin C. (age 32, minister of the Gospel) and Hattie G. Bailey (35), Irwin Cornelius, Jr. (7), his twin Edwin William (7), and their sisters Louise Ruth (4) and Miriam Reba (2).[2]

Before 1930 the 17-year-old twins Irwin Cornelius, Jr., and Edwin William had moved again to a rented home at 151 Alberton Street in Ellicott City, Howard County, Maryland, with their parents Irwin C. (age 42, evangelical minister) and Hattie G. Bailey (45), and siblings Ruth Louise (14), Miriam R. (11), Charles Arthur (9) and Lois Marie (8).[3]

Irwin married Miriam Virginia Ritter, daughter of George H. Ritter and Ethel M. Wetherhold, about 1938.[4] They had at least two daughters, including Elizabeth Ann (Bailey) Frelix (b. 28 January 1949; d. 2 September 1996; six children) and another who followed her father into the ministry.[5]

The couple probably met in Reading, Berks, Pennsylvania, where both were living in 1935;[6] however, Irwin (age 27, minister of the United Methodist church) and Miriam (24) moved to Dushore, Sullivan County, Pennsylvania, before 1940.[6] By that time Irwin had completed his five years of college including his studies in theology and Miriam had graduated from high school.[6]

During World War II, Irwin served as a chaplin.[citation needed]

Reverend Bailey died 1 March 1974 in Lewisburg, Union County, Pennsylvania, and was buried at Mount Rose Cemetery in York, York County.[1]
