Thomas was the son of David Hollis Baker and Mary Webb.

Thomas married Susannah Wiseman in 1801, in Burke Co.,NC.

He served as state senator from 45th district,(Burke-Yancy Counties), from 1834-1840. The legislatures official records show him winning election in 1834,1836, & 1838.
