William Russell Balfour was born on 24 Dec 1825 in Kirkcaldy, Fife, Scotland to Alexander Balfour and Margaret (Russell) Balfour - he was christened on 6 Feb 1826 in Kirkcaldy.[1]

In 1901 William R Balfour (age 73, Retired Collector of HM Customs) lived in Streatham, London with his wife Helen D (62), daughter Charlotte (39), and two servants: Christina Dunn (56, Housemaid) and Annie Callister (29, Cook).[3]
In 1911 William Balfour (age 84, None / Private Means) lived in Wandsworth, London with his wife Helen (72), daughter Charlotte (49), and two servants: Christina Dunn (67, General Domestic) and Maria Caroline Withall (42, General Domestic).[4]
William R Balfour passed away on 6 Mar 1919, aged 94 years. His death was registered in Wandsworth in the first quarter of the year.[5] He was buried on 11 Mar 1919 in Lambeth, Surrey.[6]
