Jaspar was born 16 May 1852. He was the son of Clinton Ball.

He married (1) 15 Nov 1876 in Dunkrik, Chautauqua, New York to Nellie Rebecca, daughter of George O Durrell and Ann J. ^[1]

Then married (2) Clara M. Zichr, b. 20 March 1889 in Manwell, Lucas, Ohio. She was the daughter of John Ziehr and Louisa Killian. Both parents are from Germany. She was working as a telephone operator in 1910, as Jasper was a telephone manager.
