Riley was born in 1823. He was the son of Jeremiah Ballard and Julianna Thompson.
Civil War Service
Private Riley Ballard served in the United States Civil War. Enlisted: 4 Aug 1861 Mustered out: 1863 Side: CSA Regiment(s): 166 Regiment Virginia Militia (Monroe), 3rd Regiment of Infantry
Riley obtained the rank of Private. He served with the 166th Regiment Virginia Militia until he was transferred to the 3rd Regiment of Infantry, Wise Legion, 60th Virginia Infantry, Company A.
His Company was protecting the mountain passes of southwestern Virginia from 1862 to early 1864. This assignment was essential for guarding the saltpeter mines and the rail lines supplying Richmond from the West.
Riley deserted 20 Sept.1863 and surrendered to the Union at Giles County, Virginia on 11 October,1863 and was sent to Camp Chase Prison camp, Ohio.
