William Barnett was 77 years of age at the time of his death in 1816, which would mean he was born about 1739. This information comes from cemetery records for Madison County, Kentucky[1]. It's not certain where William was born or who his parents were, but Thelma Murphy[2] believes he was born in Pennsylvania and then moved to Virginia with family.
William is reported to have married first Mary Miller in Virginia and had numerous children prior to her death in Virginia before 1801. William then married Jenny Witt ("Jane or Jean" per the index) Witt on 1 Aug 1801 in Amherst County, Virginia[3]. Her status was given as widowed. Jenny (Burnett) Witt was widowed by 1797 in Amherst County and gave consent for her daughters' weddings under the name Jean.
William died in March of 1816 and is buried in the Barnett Cemetery in northern Madison County, Kentucky, where Jane is also buried[4][5]. William signed his will (attached) in Madison County, Kentucky, on 22 Feb. 1816; it was proved there on 1 April 1816[6]. Executors named were his son Joseph Barnett and Col. Samuel Snoddy.
William's will listed the following children (in order of appearance):

The following is from Chuck Todd's Barnett Family Research[8]: "584.21 William BARNETT b VA; d 2 Feb 1816 Madison Co, KY; m1 Mary MILLER; m2 Rebecca MILLER." [No source given.] This is also the source for William's parents as being James and Jane Barnett.

If this William was the son of one or the other Irish emigrees he was either born after his father removed to Pennsylvania or born in Derry and brought here. The known sons of John the immigrant went to Virginia in the mid to late 1740s. But he’s of their generation, not a son.
Madison would have been still part of Lincoln also until well after the war ended. Land grants were given late that decade in the new county which was formed from Lincoln in 1785. I recommend an interactive map for Virginia and Kentucky, especially necessary in combating Findagrave’s insistence on putting a grave where it physically is currently. Current locations are relevant for directions to and photos of a head stone. They have no real value when trying to determine a historical place of burial.
