Frances was born in 1823. She was the daughter of Robert Bartlett and Mary Eagles. She was born in Lepreau, New Brunswick, not too far from Saint John. Her grandparents Richard Bartlett and Mary Holly lived there and are buried there. Frances married George Stockford in Saint John around 1841. He was a policeman who later became High Constable of Saint John. Her parents left New Brunswick for Maine in 1847 and some of her younger siblings went with them. The Stockfords had eight children. George died in 1882 and Frances lived with her son George Stockford Jr. at 202 Duke Street in Saint John. She was later living with her son Hugh Johnson Stockford, or visiting him in Hyde Park, Massachusetts, when she passed away in 1902. They returned her body to New Brunswick for burial in Fernhill Cemetery in Saint John.
