Biography

Frank Lindsay Bastedo, QC, was a Canadian lawyer who served as the 11th Lieutenant Governor of Saskatchewan. He is notable for being one of the few Canadian vice-regal representatives to refuse to give royal assent to a legislative bill. He was born in Bracebridge, Ont., the son of David Edgar Bastedo and Annie Elizabeth Oaten. [1]

He was a g-g-g grandson of Peter McMicking (1731–1823), a United Empire Loyalist, whose daughter Elizabeth married David Tice Bastedo.

Bastedo was appointed lieutenant-governor on the advice of Progressive Conservative Prime Minister John Diefenbaker in 1958.

In 1961, Bastedo employed the little-used power to reserve a bill (that is, withhold assent) proposed by Saskatchewan's CCF government of Woodrow Lloyd. Bastedo had not consulted with the federal government before taking this action, and the Diefenbaker government passed an order-in-council approving the bill. The Bastedo incident is the last in Canada where a vice-regal representative refused royal assent.

Bastedo was the first (and probably the only) Canadian provincial Lieutenant-Governor to have been of Spanish ancestral origin; he is descended from Jacob Bastedo, a Protestant who fled persecution in Spain to Netherlands centuries ago. From there the family migrated to England, the American Colonies, and then as United Empire Loyalists, to Canada. He was related to the British actress Alexandra Bastedo (allegedly 4th cousin once removed).

On 10 Sep 1938 in Victoria, B.C., he married Lillian Martha Michaelis. [2]

He died in Victoria on 15 Feb 1973, and is buried in Ross Bay Cemetery. [3]

Bastedo of Kitchener, 8 grandchildren, 1 great-granddaughter, 2 brothers, J. Burleigh Bastedo of Willowdale and William Bastedo, Florida. He was a Life Member of the Saskatchewan and Ontario Bar Associations and a Member of the Emulation Lodge A.F. & A.M. No. 186, G.R.S. Funeral Service in Victoria, B.C., on Monday, February 19, Followed by Cremation.
