Charles Baxter, son of Samuel P. Baxter and Actious Gorsuch, was born in 1837 in Ohio.

Charles married Elizabeth Moore on the 7 Jan 1858 in Knox, Illinois.[1] No known issue.

Charles married 2nd, Ann Martin on the 9 Oct 1877 in Knox,Illinois.[2]
