After studying law in Saint John, New Brunswick, he moved to Upper Canada (now Ontario), where he practiced law and was elected in 1824 to the House of Assembly. In 1832 he returned to New Brunswick and was appointed a judge in Carleton County. In the late 1840s he set up a practice in Oakville, Canada West (Ontario).
He and his wife Mary Jenkins had six sons and one daughter. His son Horace Homer was a politician in New Brunswick.
