Phelix was born about 1811 in Kentucky, Phelix paid taxes in Morgan County in 1836, he and James Begley were granted fifty acers of land on Brimstone Creek in Morgan County by the State of Tennessee on November 18, 1829. On May 9, 1848 Phelix was granted two hundred acers on Brimstone Creek and another five thousand acers granted on July 24, 1849. The Brimstone Creek area became part of the newly formed Scott County on December 17, 1849.
