Paul Teaney Bell was born on 15 Nov 1889 in Belltown, Greene, Illinois, USA. His parents were Finis Ewing Bell (1849 - 1897) and Albinah Elizabeth (Teaney) Bell (1858 - 1948).

Paul married Emma Charlotte Wallner (1898 - 1984) on 4 Jan 1918 in Springfield, Sangamon, Illinois.
