Vernon was born 13 November 1889 in Kansas to Francis Bice and Elsie Maria Hoagland[1]. He married Ruth Lois Scott in Kansas; the issue of that marriage were two sons and four daughters, including Vernon Melvin Bice, Donna Maye Bice, and Leonard Leslie Bice. He was a teacher in Kansas, prior to moving his family to Glendale, Arizona, where he continued teaching. Vernon served in World War I[1]. He passed away 6 November 1961 in Glendale, Arizona[1].
