Franklin was born 11/05/1838, in Ooltewah, Hamilton County TN. Mary Gwin, his mother. James David Biggs. Children in home were Andrew,male, age 14, Frances male, age 12, James, male, age 19. Kizzere female, age 18, Elizabeth, female, age 16.
Franklin married Matilda Catherine Hart on 11/18/1860 in TN. Children of this marrage: Sons, James E. Biggs 1861-1926, William Louis Biggs 1869-1936, Nathaniel Callaway Biggs 1879-1947, Arthur Bazzle Biggs 1882-1963. Dauthers viloa Moss Biggs Lee 1869-1943, Sarah Kizar biggs Davis 1886-1942.
