Levi was born in June of 1847 per the 1900 census. He is the son of David Biggs. The majority of census records he is listed as born in Pennsylvania however, he served in Company A of the 25th New York Calvary during the Civil War. His enlistment date was the 13th of November in 1863 and he was discharged the 27th of June in 1865. A widows pension record listing his wife, Civilla F. Biggs, was filed the 5th of December in 1921. Levi's death was recorded as the 17th of November that year.
