Harlan R. Biggs was born 25 March 1872 at Scotland County, Missouri, the son of William Biggs and Lucy Goodloe. Her married Cora Rugh on 18 October 1894 at Scotland County, Missouri. Harlan R. Biggs died 1 July 1954 at Scotland County, Missouri.
