Rachel Bills was born on Jan. 27, 1778, in North Carolina, the daughter of Daniel Bills and Deborah Denman Bills. Daniel and Deborah were originally from New Jersey but moved their large family to North Carolina in about 1775.
Daniel was received “by letter” into the Deep River Monthly Meeting of the Society of Friends (Quakers) in 1775. The letter was issued by the Kingwood Monthly Meeting in New Jersey. Records show Deborah, who also was raised in a Quaker family, was received by Deep River in 1779.
Along with several siblings, Rachel was accepted into the Deep River Monthly Meeting in 1784 (age 6) upon request of her father. Although most of her siblings were later “disowned” for “marrying out of unity,” no record has been found of Rachel being so disciplined. This may mean that her husband, James Jackson, was also a Quaker, at least at the time of their marriage.
The state of Tennessee was formed out of the western portion of North Carolina and admitted into the Union in 1796. In 1808, Rachel’s brother, Isaac Newton Bills, bought property in Tennessee and in 1809 moved to Maury Co., TN. In about 1813. Rachel’s father and several other families moved to Tennessee, joining Isaac Newton Bills there. Daniel Bills bought property on Globe Creek in the Middle District of Tennessee in 1814. In 1818, Rachel’s husband, James Jackson, bought an adjoining tract.
James and Rachel continued to live in that area the rest of their lives. County lines changed a number of times, so records are found in Maury, Marshall and Giles counties.

The couple had three known children and perhaps others. Son Isaac P. Jackson was born in Surry County, NC, on June 30, 1801. Son Thomas G. Jackson was born in Surry Co. on Aug. 27, 1805. Daughter Sally L. Jackson was born in North Carolina on Nov. 6, 1807.
Isaac and Sally, along with their families, continued to reside in Tennessee. Thomas and his family moved to Texas in early 1851. All three of these children of James and Rachel Jackson became members of the Christian Church (Church of Christ).
James died Sept. 3, 1851, in Marshall Co. at the age of 84. He was buried in the Houston Cemetery, near Lewisburg.
Rachel wrote a will dated June 16, 1863, naming Isaac Jackson and Sally Powell as heirs. It was proven on Sept. 3, 1866. She was also buried in the Houston Cemetery, near Lewisburg. Her tombstone gives her birth date but not her death date.
