Isaac Bissell served with Civil Service, Connecticut during the American Revolution.

Isaac Bissell was born on 5 August 1747 in Litchfield, Connecticut Colony, now Litchfield County.1,3 He was the son of Isaac Bissell and Sarah Stone.2,3 Isaac Bissell married Alathea Way on 13 December 1770 in Litchfield, Connecticut Colony, They had eleven other children.1,2,3 Isaac Bissell died on 19 June 1823 in Hartwick, Otsego County, New York, at age 75.

Isaac served as a tithingman and surveyor of highways.
