Philip was born on 18 Jan 1913, the son of John Blackhawk and Lizzie Big Cloud. (1913 census)

He married Ruth Payer around 1930.

According to the 1932 census, Philip had had an affair with Emma B. Little Sam, who gave birth to a daughter, Edith Rose Little Sam, about whom the census taker added, "(Father said to be Philip Blackhawk)".

Three days before his son Harry's second birthday, he died of pulmonary tuberculosis, 1 May 1933 (1934 census), the same disease from which his sister Arletta had died on July 23, 1930. His wife had just given birth to a baby boy a couple of months earlier.
