Julius Dell Blackmer was a son of Joel Blackmer and Sarah A. (Barnes) Blackmer, born 29 October 1870 in Stockbridge, Vermont. 
He had severe asthma from the age of 8, which is said to have limited his growth. Alven M. Smith said he was 5 ft 3-1/2 in tall and weighed 110 lbs. He attended Goddard Seminary in Barre, Vermont.
He was a farmer in Stockbridge. He married Ruby May Hunt on 1 January 1902 in Concord, Vermont, at the home of his brother-in-law Rev. Alven M. Smith, who officiated at the wedding. They resided in the family homestead in Stockbridge, Vermont, where their four children were born. 
Ruby Blackmer died of illness, probably influenza, in Stockbridge on 23 April 1919.
As of 1930, Julius Blackmer lived in South Pasadena, California, where he had moved on 15 January 1924, together with his daughter Alice. He continued, however, to spend the summer in Stockbridge, Vermont, on the family farm, then owned by his son Mendell.
Julius Dell Blackmer died in Los Angeles County, California, on 7 August 1940. The death record identifies him as a native of Vermont, born 29 October 1870, and gives his parent's last names as Blackmer and Barnes. He is buried in Mount Pleasant Cemetery in Stockbridge, Vermont, where a single gravestone memorializes Julius and his wife Ruby.
