Billy was born 31 Jan 1930 in Alba, Wood, Texas. He and his family lived there for another 6 months and then moved to Mineola, Wood, Texas where they lived for about 2 years. Next, they moved to Malakoff, Henderson, Texas where they lived until 1945. The family then moved back to Mineola, Wood, Texas. Billy later moved back to Malakoff, Henderson, Texas and lived with his aunt and uncle from about Jan of 1946 until the summer of 1947.Billy then moved back to Mineola, Wood, Texas to live with his parents and brother.

Billy entered his public schooling in the first grade in Malakoff Elementary School in 1936. When he was in the third grade, the Malakoff High formed the Malakoff High School Band.The school system was too small at the time to have enough students wanting to play an instrument in the band, so they went down to the third grade to get students to play. Billy started playing the clarinet and played it thru the eleventh grade. All of Billy's public school yeas were in Malakoff except for his first semester in the eleventh grade, which was in Mineola High School. He talked his parents into letting him go back to Malakoff, Henderson, Texas and finish his public schooling. Billy graduated from Malakoff High School in the spring of 1947. About 20 years later he enrolled in Tyler Junior College where he majored in electronics where he graduated with honors.
