Two brothers, David and Hardin, Blevins, moved to Rhea County from upper East Tennessee prior to 1830 when they both appeared on the census. David may have moved first, since he was taxed in 1822, and in 1821, his name was included on a list of unclaimed letters in the Washington Post Office ( Knoxville Register, Vol. V, No 259, 10 July 1821). Although, Hardin Blevins purchased land in the Hiwassee District in 1821, his name does not appear on the tax list until 1825. Hugh Blevins, possibly another brother, also purchased land in 1821, but he was never taxed.
