Felicia Seth Blue was born about 1914 in South Philadelphia, Pennsylvania, USA and was the granddaughter of Joseph Turpin Seth.
In 1932 she graduated from Overbrook High School and attended a preparatory school for teachers on the campus of the University of Pennsylvania.
From the late 1930s until her retirement in the early 1970s, Miss Blue was a secretary at the headquarters of the Philadelphia School District.
She was an expert in African American genealogy in Philadelphia, Pennsylvania, USA.
She died of congestive heart failure on 22 Jan 2009 at Stapeley (a continuing-care retirement community) in Germantown, Philadelphia County, Pennsylvania, USA. [1] and was buried at Eden Cemetery in Collingdale, Delaware County, Pennsylvania, USA. [2]
