Perry was born in October of 1844 in Wayne County, Kentucky. He was the son of Samuel Bond and Nancy Wilhoit. He married Sarrah Jane Smith , according to the 1900 census they married in 1872 probably in Scott County, Tennessee. Perry worked as a farmer and passed away in 1926 in Scott County.
