Lula E Bowker was born February 24, 1889 in Connecticut to Ross R Bowker and Jeannie E Wheeler. In 1900, she is found living with her mother, siblings and grandfather. They are living in Whitingham, Windham, Vermont. In 1910 she is living in Fairfield County, Connecticut. During her life she was a Fitter for Vogue Dress.
