Willis Brewer was born in Appalachia, in Ohio.

Born in Rix Mills, Muskingum, Ohio. Family resided in Rich Hills, Muskingum, Ohio in 1880 Census. Son of Robert F. Brewer and Sarah Margaret Cox.

Willis was a farmer.
