Arthur was born in 1861 in Russian Finland. He emigrated to the United States in 1882 and became a Naturalized Citizen on Sept. 21, 1885. Arthur first joined the US Navy in 1882 and re-enlisted at least two more times (1885 & 1889). He was serving as Chief Gunner's Mate in 1898 on the USS Maine when the ship exploded during the USS Maine Disaster. He died Feb. 15, 1898 in the Havana Harbor.
